Buying Property in Oman from the UK: A Practical Buyer’s Guide

Last reviewed: 21 October 2026

Researching a home in Oman while living in the UK involves more than choosing a location. You need to establish which property you can own, which steps require an authorised representative, and what the full purchase will cost in both Omani rials and pounds.

This guide focuses on those cross-border decisions. It is general information, not legal, tax, financial or immigration advice. Requirements should be confirmed for your nationality, circumstances and exact property before you sign or pay.

Can a British citizen buy property in Oman?

Qualifying purchases are possible, but there is no unrestricted right to buy any property in Oman. Integrated Tourism Complexes, usually called ITCs, provide an established regulated route for non-Omani ownership. The Ministry of Heritage and Tourism publishes the relevant ownership framework and amendments. Official ITC regulations.

Living in Britain does not determine your ownership category. Tell your adviser your nationality and ask for confirmation of the legal route, approved project area and exact unit. For a fuller explanation, see our foreign ownership guide.

How much can you arrange before travelling?

Start with a shortlist, current floor plans, a live video viewing and a written cost breakdown. For a completed home, request an independent inspection where appropriate. Photographs and developer illustrations cannot establish condition, views or construction progress on their own.

Oman’s official purchase power-of-attorney service allows a person to authorise someone else to buy a property and transfer ownership on their behalf. The title-transfer service also recognises attendance by a legal representative holding a valid power of attorney. This supports representation; it does not establish that every purchase can be completed entirely online from Britain. Purchase authorisation and title-transfer requirements.

Before arranging documents, ask an independent Omani lawyer and the relevant transaction parties to confirm:

  • Which steps you must complete personally.
  • The precise powers your representative needs and any limits or expiry date.
  • Accepted identity documents, translations and certification requirements.
  • Whether a UK-issued document needs notarisation, legalisation or attestation for this transaction.
  • Whether the developer, lender or registration authority has additional requirements.

Oman’s Foreign Ministry includes the UK in its electronic document-attestation arrangements through Oman Post. Confirm the correct process for your particular document before paying for certification. Official attestation guidance.

Build a budget in OMR, then plan your GBP payments

Ask for the contract price and every instalment in Omani rials. A pound estimate is useful for planning, but the sterling cost can change before later payments fall due. Include your provider’s exchange margin and transfer charges, and allow time for identity and source-of-funds checks.

Your written acquisition budget should separately identify:

  • Purchase price and any applicable VAT.
  • Government registration and document fees.
  • Any buyer-side brokerage fee, legal advice, inspection and valuation.
  • Financing costs, if a lender has approved your application.
  • Furnishing, insurance, utility deposits and initial service charges.
  • Document certification and travel where required.

As checked on 21 October 2026, Gov.om’s tourist-complex ownership service lists a charge of 3% of property value, plus OMR 5 submission, OMR 25 form, OMR 10 title deed and OMR 2 contract fees. These published items are a budgeting reference, not an all-inclusive quotation or confirmation that every fee applies unchanged to your purchase. Obtain the applicable assessment before committing. Official service fees.

VAT also requires a transaction-specific check. Oman’s Tax Authority distinguishes first supplies from residential resales and excludes some property categories from its residential definition. Do not assume every new home, resale or serviced residence has the same treatment; ask whether the quoted price includes VAT and why it applies. Tax Authority real-estate VAT guide.

Compare communities against how you will use the home

For a first shortlist, these examples offer different settings:

  • Al Mouj Muscat: apartments, villas and townhouses within a waterfront community with marina, golf, shopping and dining amenities. Consider everyday access and the specific building’s charges. Developer information.
  • Jebel Sifah: a coastal development by Muriya with residential properties, a marina and golf. Compare the location with your own travel pattern rather than relying on a quoted driving time. Developer information.
  • Muscat Bay: its Luma collection is described by the developer as freehold residences including villas, townhouses and apartments. Confirm the selected release’s construction stage, specification and delivery terms. Developer brochure.

These are comparison examples, not recommendations for every buyer or confirmation of current unit availability. Review our project collection and request documents for the exact property you are considering.

Before paying a reservation fee

Ask for a written reservation agreement that identifies the unit, seller, amount, expiry date and refund conditions. Have your adviser check the ownership documents, seller’s authority, restrictions affecting transfer and any existing mortgage or tenancy.

For off-plan property, review the payment milestones, approved plans, handover obligations, delay provisions and cancellation rights. Check the designated payment arrangements and independently verify the beneficiary before sending money, particularly if bank details change.

For a ready home, request a current condition report, service-charge statement and clear inventory of what is included. Agree how outstanding charges, keys and utilities will be handled at completion. Use our general buying guide for the broader transaction checklist.

Keep residency and tax advice separate from the sales decision

The Royal Oman Police property-owner visa service describes a two-year residence visa for owners of residential units in ITCs, subject to its application requirements and approval. Do not treat ownership as automatic permanent residency or assume that an off-plan reservation already qualifies. Confirm your intended route directly before relying on it. Official property-owner visa service.

If you remain UK tax resident, overseas rental income normally falls within UK tax rules, subject to your circumstances and any available relief. Buying an Omani property does not itself settle your UK tax-residence position. Ask a qualified adviser about rental income, disposal, reporting and inheritance before structuring the purchase. HMRC foreign-income guidance.

Avoid relying on broad “tax-free investment” claims. Oman has enacted a personal income tax law scheduled to take effect from the beginning of 2028. Its application requires advice about your income and circumstances. Oman Tax Authority announcement.

Arrange ownership from a distance

If you will spend much of the year in Britain, decide who will inspect the home, handle repairs, pay service charges and manage keys. If you intend to let it, confirm community rules and applicable permissions, management fees and realistic vacancy assumptions. Compare expected net income after operating costs, rather than an advertised headline yield.
