Short answer: foreign buyers can purchase qualifying property in Oman, but the right depends on the buyer’s nationality, the legal status of the project and the specific unit. It is not a blanket right to buy anywhere in the country.

Who can buy property in Oman?
Oman’s rules distinguish between GCC citizens and other non-Omani buyers. The official government service for general real-estate ownership is specifically described for citizens of GCC countries and lists its own eligibility conditions. For other foreign buyers, the established purchase route is generally through qualifying units in licensed Integrated Tourism Complexes (ITCs), under the applicable regulations published by the Ministry of Heritage and Tourism.
This distinction matters. A property being marketed to international buyers does not by itself prove that the unit is eligible for foreign ownership. The project’s approval, the exact plot or unit and the form of title must all be verified before reservation or payment.
What is an Integrated Tourism Complex?
An ITC is a government-approved development category governed by a specific system for non-Omani real-estate ownership. The Ministry of Heritage and Tourism publishes the governing rules, executive regulations and amendments on its official laws and regulations page.
In practical terms, buyers should ask for written confirmation that the exact unit sits within the approved ownership area of the development. A project name, brochure or sales presentation is not a substitute for title and approval checks.
Foreign ownership is project-specific, not city-wide
Foreign ownership should never be assumed for every property in Muscat, Salalah or another city. Two buildings in the same district may have different legal status. Even within a large development, eligibility can depend on the phase, plot and unit.
Before considering a listing, compare selected Muscat projects, then request the current ownership documents for the exact property. You can also review the broader guide to buying property in Oman for the full transaction process.
GCC citizens follow a separate official route
Gov.om describes a Ministry of Housing and Urban Planning service enabling GCC citizens to own real estate in Oman. The page lists conditions including age, restrictions affecting sale or investment during an initial period and property-specific requirements. These rules should not be applied automatically to non-GCC buyers.
Because nationality changes the applicable route, buyers should confirm their category with the competent authority or an independent Omani lawyer before signing.
Does buying property guarantee residency?
No. Property ownership and immigration permission are related but separate processes. Gov.om provides a property-owner residence-visa service for owners of residential units in integrated tourism complexes, with its own documents, conditions, review and approval. Owning a property does not mean residency is automatic, permanent or guaranteed.
Always check the current visa service requirements directly before relying on residency in an investment decision. A sales promise should never replace official immigration confirmation.
Seven checks before paying a reservation fee
- Project approval: confirm the development’s current ITC or other applicable approval.
- Unit eligibility: verify that the exact unit and plot are included in the approved ownership area.
- Seller authority: confirm the registered owner or developer and the signatory’s authority.
- Title and encumbrances: check the title, mortgage, seizure, restriction or other burden affecting transfer.
- Contract terms: review payment dates, handover obligations, delay provisions, cancellation rights and dispute clauses.
- Total ownership cost: obtain written figures for registration, service charges, maintenance, utilities and any professional fees.
- Residency route: treat any visa application as a separate, conditional process.
How to evaluate an off-plan purchase
For an off-plan unit, verify the development approval, the contracting entity, the payment schedule and the documents governing construction and handover. Ask what happens if the design, completion date or availability changes. Do not rely on projected rent, appreciation or resale liquidity as guaranteed outcomes.
When comparing current developments, use the Muscat Gates project collection as a starting point, then request the latest developer documents. Prices and inventory can change, so only written current confirmation should be used.
How to evaluate a ready property
For a completed property, inspect the physical condition and confirm title, service-charge statements, community rules, parking rights, furniture inclusions and any existing lease. A ready unit can reduce construction uncertainty, but it still requires legal and technical due diligence.
For example, you may compare the Muscat Hills area guide, the Bousher property guide and live properties for sale. Availability and final terms must be reconfirmed with the brokerage team.
What Muscat Gates verifies—and what requires specialists
Muscat Gates can help identify properties, request current documents, coordinate viewings and clarify commercial terms with owners or developers. Independent legal, tax, valuation and immigration advice may still be necessary. A brokerage review does not replace official approval or specialist advice.
If you are considering a specific unit, contact the Muscat Gates real estate team with the project name, budget and nationality so the correct ownership route can be checked before you proceed.

Frequently asked questions
Can any foreigner buy any property in Oman?
No. Eligibility depends on nationality, the approved legal status of the development and the exact unit.
What does ITC mean in Oman real estate?
ITC means Integrated Tourism Complex, a regulated development category that can include qualifying real estate available to non-Omani buyers.
Is every property in Al Mouj, Muscat Hills or Yiti automatically eligible?
No. Check the exact development, phase, plot and unit documents. Area names alone are not proof of eligibility.
Does property ownership automatically give permanent residency?
No. Residence visas use a separate application, conditions and approval process, and no permanent result should be promised.
Should I pay a reservation fee before legal checks?
Read the reservation terms and verify the project, unit, seller authority and refund conditions first. Obtain independent advice when needed.
