Telal Al Qurum: Guide to the RO 230m Freehold ITC in Central Muscat

Qurum Beach in Muscat

Telal Al Qurum is one of very few Integrated Tourism Complexes in central Muscat. Set on the hills of Al Qurum in the Wilayat of Bausher, the project received its ITC licence in July 2024 and, on 2 March 2026, its developer signed a RO 230 million development agreement with the Ministry of Heritage and Tourism.

Key facts

  • Developer: Alargan International Real Estate through its Omani company; the 2026 agreement was signed for Sorouh Al Qurum Real Estate Co.
  • Site: about 165,000 m², including almost 50,000 m² of roads, gardens and walkways.
  • Investment: RO 230 million over a phased 15-year programme.
  • Components: freehold homes, two four-star hotels with more than 400 hotel units, retail and an indoor entertainment and sports zone, as announced in the March 2026 development agreement.
  • Status: ITC licence granted July 2024; earlier phases already marketed and under construction.

Why Telal Al Qurum stands out

Most freehold ITCs for foreign buyers are on the coast at the edges of the capital — Al Mouj to the west, Yiti and Jebel Sifah to the east. Telal Al Qurum sits in the established heart of the city, close to Qurum, Shatti Al Qurum, ministries and business districts. That central location appeals to professionals and to investors targeting long-term tenants.

Homes on offer

The project has included apartments, townhouses, villas and plots across phases. No official price list is published; ask for the current release, unit areas and payment terms. Because earlier phases were marketed before the ITC licence, confirm that the exact phase and unit are registered under the ITC.

Buying checklist

  1. Written confirmation of ITC eligibility for the specific unit.
  2. Seller entity and development agreement status.
  3. Payment schedule linked to construction milestones.
  4. Service charges and hotel-community rules.
  5. Handover date and title registration process.

Review property documents in Oman and off-plan payment plans before signing.
