Oman’s property-linked residency framework changed significantly in 2025 and 2026. A 10-year Golden Residency launched in August 2025, and in June 2026 Royal Oman Police Decision 87/2026 introduced property buyer and owner visas that no longer require a sponsor. This guide summarises the framework for buyers — and what still needs to be confirmed case by case.
1. Golden Residency (10 years)
- Launched: 31 August 2025.
- Threshold: qualifying investment of at least RO 200,000.
- Property route: owning a completed property — for example a completed ITC unit with title deed — worth RO 200,000 or more.
- Family: first-degree relatives can be included.
2. Property buyer and owner visas (ROP Decision 87/2026)
- Property Buyer Visa: for buyers whose land or unit registration is not yet complete; valid 6–12 months and renewable, with stays of up to three months per visit.
- Property Owner Visa: for registered owners; entry required within three months of issue.
- Property Owner Residency: can include family members and ends if the property is transferred.
Reports indicate the decision does not set a minimum property value for these visas; conditions and documents apply.
3. Where you can buy
Non-Omanis can own freehold property inside licensed Integrated Tourism Complexes and in certain government-designated projects such as freehold districts of Sultan Haitham City. Read Can Foreigners Buy Property in Oman? for eligibility details.
4. Off-plan versus completed property
Many residency routes depend on registration or completion. An off-plan buyer may qualify for a buyer visa while construction continues, but longer-term residency usually follows title registration. Check how your developer’s timeline affects your plans — see off-plan payment plans.
5. Documents commonly required
- Passport and photographs
- Sale contract or title deed
- Proof of payment or valuation
- Medical and security checks as required
- Family documents for dependants
6. Common mistakes
- Assuming every property marketed to foreigners qualifies.
- Relying on a sales promise instead of official confirmation.
- Ignoring the completion date when planning residency.
